
Her Excellency Judith Suminwa Tuluka is the first woman
to serve as Prime Minister of the Democratic Republic of
Congo.
Born in October 1967, she holds a Master’s
degree in Applied Economics, with a
specialization in Financial Management, from
the Faculty of Economics in Mons, Belgium, as
well as a postgraduate diploma in Work in
Developing Countries.
She began her professional career in the banking sector
before joining United Nations agencies, notably the United
Nations Development Programme (UNDP), where she
served as Senior Expert in community support projects in
Eastern DRC. She subsequently assumed senior
responsibilities within the Ministry of Budget and later
served as Deputy Coordinator of the Presidential Strategic
Monitoring Council (CPVS).
As Minister of state, minister of Planning in the Lukonde II Government, Her Excellency
distinguished herself through a results-oriented management approach. She played a key role in
the implementation and monitoring of the Local Development Programme for 145 Territories
(PDL-145T), as well as in finalizing the National Strategic Development Plan (PNSD 2024–
2028).
On April 1, 2024, she was appointed Prime Minister by His Excellency Félix-Antoine Tshisekedi
Tshilombo, President of the Republic, thereby becoming the first woman in the nation’s history
to hold this office.
A native of Kimpese, in Songololo Territory, Kongo Central Province, the Prime Minister is a
member of the Union for Democracy and Social Progress (UDPS). She is also a mother of two.
